We protect the rights of migrants


The Sub-Saharan Migrants Council Association in Morocco (CMSM) was established following the tragic events in Ceuta and Melilla on September 28 and 29, 2005. These tragedies, marked by human losses among sub-Saharan migrants and violations of fundamental rights, revealed the urgency of collective action. On November 10, 2005, the CMSM was created to defend the rights of migrants in collaboration with Moroccan and international associations.

We work for:

  • The promotion and protection of the rights of migrants, refugees, and asylum seekers.
  • The fight against discrimination, racism, and all forms of violence against migrants.
  • Support for the integration and regularization of migrants.
  • The strengthening of brotherhood between sub-Saharan and Moroccan communities through sociocultural activities.
  • Support for vulnerable individuals, particularly pregnant women and unaccompanied children.
  • Raising awareness about health, children's rights, and the prevention of risky behaviors.


We believe in the dignity, freedom, and safety of every human being, in accordance with the principles of international legal instruments:

  • The Universal Declaration of Human Rights,
  • The Geneva Convention relating to refugees,
  • The African Charter on Human Rights,
  • The Convention on the Rights of the Child.



The CMSM is present in several regions with a high concentration of vulnerable migrants: Rabat, Fes, Oujda, Nador, Casablanca, Agadir, Laâyoune, and Dakhla.​

Camara Laye

Camara Laye is currently the representative of the CMSM association abroad. He began his journey as Secretary in charge of organization and information from 2005 to 2008, before being elected President of the CMSM from 2008 to 2012. He continued his commitment as Coordinator from 2012 to 2016.

In February 2016, he moved to the United States

Serge Aime Guemou

Serge Aime Guemou is an advocate for the rights of sub-Saharan migrants in Morocco. He held the position of social affairs officer in 2009, vice president in 2011, and has been the President and head of the Monitoring Committee of the Association Council of Sub-Saharan Migrants in Morocco (CMSM) since 2017, demonstrating exemplary leadership until 2025.

Constantin  Willy Mola Ibanda 

Arriving in Morocco in 2010, Constantin Willy Mola IBANDA joined the CMSM in December of the same year. He participated in drafting the Charter of Migrants on Gorée Island in 2011, before being appointed vice-president and then elected president in 2013. His term is marked by the regularization of migrants, the management of emergency housing, training in self-entrepreneurship, and the creation of an associative platform. He also initiated the commemoration of the 10th anniversary of the CMSM with the play We Are All Migrants. He ended his term in 2016.
